David Kinaan is an expert in public safety motorcycle operations. David Kinaan assisted the CHP during performance testing of the 2013 Harley Davidson FLHTP. He has published articles on Motorcycle Training and Motorcycle Safety various publications. David Kinaan is currently a Quality Assurance Technician with Kawasaki Motors Corporation. David Kinaan also consults with various entities throughout the nation, and provides expert witness testimony, on all matters related to motorcycle operations in enforcement and emergency service.
David Kinaan has supervised the Motorcycle Training Unit for the CHP Academy. He was recognized and the CHP’s Subject Matter Expert for motorcycle training and testing and reported to the Department’s Occupational Safety Board, and Motor Vehicle Advisory Board. He was selected by Department’s Occupational Safety Board, Motorcycle Safety Sub-Committee, to script, direct and produce a motorcycle safety DVD for escort operations. He also reported to California Peace Officer Standards and Training, POST, Vehicle Operations and Training Advisory Council, and Motor Officer Training and Operations Review for Safety sub-committee. Sergeant Kinaan served as the supervisor of the Motorcycle Training Unit until his retirement in 2012.
